Jeremy Couch, P.E.
President/Owner
Jeremy Couch, is the owner and operator of Tampa Civil Design, which he established in 2009. Jeremy has over 15 years of diversified civil engineering experience as a professional engineer, project manager and lead designer in small and large scale projects to include drainage design, roadway design, and utility coordination design. Jeremy has experience in design, permitting, RFQ responses and regulatory compliance. His experience includes working for both small and large sized clients. Jeremy runs Tampa Civil earnestly and effectively. He strives for quality and perfection, and always puts the clients first.
Paul Phelps, P.E.
Project Manager
Paul Phelps has 15 years of Civil Engineering experience. He has been with Tampa Civil Design since 2012 and received his Professional Engineer’s license in 2015. His current role at Tampa Civil Design is as Lead Drainage Engineer and Project Manager. Paul’s experience includes advanced drainage modeling, grading design, site layout, utilities design, landscaping, access management and land entitlements. He has successfully received permits from multiple municipalities, including Hillsborough County, Pasco County, City of Tampa, SWFWMD, and FDOT for projects including residential, commercial and industrial land uses.
JT Overheul
Project Manager
JT Overheul, has been with Tampa Civil since the beginning. JT has over 7 years of diversified civil engineering experience as a civil site designer and project manager of various scale projects through the design and permitting process. His expertise include grading, roadway, and utility coordination design. JT is well versed in local or state agency entitlements for commercial and residential properties. JT is dedicated to going above and beyond expectations for clients.
Jennifer Hooker
Office Manager
Jennifer has been with Tampa Civil Design since 2013 after moving back to Florida from Houston. As Office Manager, Jennifer’s roles include handling all accounts receivables & payables, maintaining office services by organizing office operations and procedures. Jennifer also serves as the Controller for Tampa Civil coordinating the required meetings, applications, documents, fees and appointments for project submittals with government agencies.
